Booked train ticket through phone pe but didnt receive tickets and not even refund.

I booked the ticket on 14-01-2019 and balance deducted from account and also ticket not done. They mailed me that refund amount will return to my account within 19-01-2019 but as of today still received. I think this site making people fool by doing this better will make complain against them in consumer court and ask to cancel their license under such act.
