My savings account number is 22212949579 and CIF 12101071593, NEFT to others banks is not working since last 5 Months.

My card is unable to do internet banking, the transaction is not working and also unable to connect my card with any website.

My atm do not works. so i go in allahabad bank branch for change the atm but they ask me for pan card. if i do not submit pan card no. They did not gave me atm. When this rule made or by whom no other bank were ask fo it.
